Hiō Vlë Ner (/hjoː/ /vlɛ/ [past] [justice]) is a subtropical Town located in Om-44ehěk Zone, Vlekëkvluz Diocese, within the Covenent of Irus.

The name Hiō Vlë Ner is derived from the Wood Elvish language, as Hiō Vlë Ner was founded by Ghothrath Khorva, who was culturaly Wood Elven.

Climate

Hiō Vlë Ner has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cool 18°C (64°F). Hiō Vlë Ner receives an average of 103 cm/y (40 in/y) of precipitation, most of which comes in the form of rain during the spring. Hiō Vlë Ner covers an area of nearly 4 km2 (1 mi2), and an average elevation of 4568 m (14986 ft) above sea level.

Overview

Hiō Vlë Ner was founded durring the late 13th century in winter of the year 1189, by Ghothrath Khorva. The establishment of Hiō Vlë Ner was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Hiō Vlë Ner's construction back out of the project. Ghothrath Khorva pushed on reguardles, and Hiō Vlë Ner was finished, but starts off as a terible place to live.

Hiō Vlë Ner was built using the conventions of Wood Elven durring the late 13th century. Naturaly, all settlmentss have their own look to them, and Hiō Vlë Ner is no diffrent. The town's buildings feature timber and earth construction, with most buildigns first floors resembling mounds of earth, with subsequent floors appearing as elaborate log cabins, with each building forming a tiered pyramid of sorts fromed from the stack of rectangular, peek roofed cabins. Most wooden bracing, support, and trim is carved with decorative knotwork, and the larger structures even feature painted trim which emphasises the knotwork.

Hiō Vlë Ner is buildings are arranged arround a network of restrictive baked earthen streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town posesses a mighty albit amaturly crafted stone wall. It was built using querried stone blocks and posesses all of the standard defencive features, including a few watch towers. While it would last against a siege, the wall's outdated and simplistic construction method percludes the possability of Hiō Vlë Ner weathering a full scale bombardment durring a siege. The budget focused millitary grade defenses has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.

Hiō Vlë Ner has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Hiō Vlë Ner’s streets. The town is very clearly a joyfull place as well as relaxing. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.

Hiō Vlë Ner has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Cultural Notes

Hiō Vlë Ner's garrison was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.

Different factions of the community might be trying to grasp at the remaining dregs of wealth, others might try to restart the failed industry, and some might look for a new livelihood. Any group or entity thought responsible for the collapse is likely to be treated very harshly, and some locals might find profit in shifting the blame to their enemies.

In time immemorial, reportedly some time during the late 2nd century a local hero by the name of saved most of the town when a natural disaster struck Hiō Vlë Ner. One of Hiō Vlë Ner's festivals remembers the hero.
